What is a Development Contribution Plan?
A Development Contribution Plan (DCP):
- Identifies essential infrastructure required for new communities.
- Enables Council to collect developer contributions to fund the required infrastructure.
- Ensures infrastructure costs are fairly shared by developers.
Latrobe City Council’s Approved Development Contribution Plans
Latrobe City Council has three approved DCPs:
Each DCP has its own supporting documents:
- Schedule – Lists annual infrastructure levy rates per hectare and updated project costs.
- Land Budget & Open Space – Provides a property-specific breakdown of developable land and designated land uses.
- DCP Section 173 Agreement Template – Outlines legal obligations for development and the payment of contributions.
- Schedule of Development Contributions (Excel Template) – Provides a breakdown of levies payable for the development of a specific property.
Annual Indexation
All DCP schedules are updated annually on 1 July to reflect changes in the Building Price Index and land valuations.
