Revised Draft Victorian Floodplain Management Strategy (2015)
Following the 2010 – 2012 floods, this Strategy seeks to shape the future of effective floodplain management in Victorian by providing a consistent framework for the management of flood related issues.
Latrobe City Council’s submission details key points regarding the draft Strategy, providing a platform for Council to ensure matters relevant to planning in the region are considered.

Environment Protection Authority (EPA) Inquiry (2015)
The Minister for Climate Change and Water established an independent Ministerial Advisory Committee to examine Environment Protection Authority’s roles and functions.
Council’s submission explores the current role and future direction of EPA regarding the protection of public health and the environment.

Animal Industries Advisory Committee (2016)
The Minister of Planning appointed the Advisory Committee to consider:
- How the planning system can support the establishment of productive, competitive and market responsive animal industries; whilst,
- Balancing the environmental outcomes and community expectations regarding animal industries.
Latrobe City Council’s submission centres on the unique land use planning considerations in Latrobe, providing a means to advocate for greater strategic support from all levels of government in supporting a steady transition in the municipality’s economy and the potential role of animal industries in this.

Major Hazard Facilities (MHF) Advisory Committee (2016)
This Advisory Committee was appointed to investigate how the risks and amenity around MHF may be better managed. It also considered the appropriateness of land use planning tools such as buffers to manage areas of adverse amenity potential.
Latrobe City Council’s submission, noting the existence of the Australian Paper Maryvale Mill, evaluates the current effectiveness of the planning system in managing MHF. It addresses the need for greater collaboration between relevant authorities to ensure community safety, amenity and the protection of significant industry.

Managing Residential Development Advisory Committee (2016)
The Managing Residential Development Advisory Committee was delegated to report on the application of the new residential zones to guide development in metropolitan Melbourne and the four major regional cities.
Latrobe City Council’s submission reviews the current residential zones in the context of managing residential growth and suggesting improvements in the unique land use planning context of Latrobe City Council.

Regulatory Impact Statement (RIS) Planning and Environment (Fees) Regulations and the Subdivisions (Fees) Regulations (2016)
The Department of Environment, Land, Water and Planning has proposed changes to the fees for a number of planning and subdivision services provided by local government and the Minister for Planning. The Regulatory Impact Statement provided an opportunity for stakeholders to examine the suggested changes.
Whilst Latrobe City Council’s submission recognizes that the current fee system may be improved, it indicates some of the increase in planning fees proposed may have an adverse impact on local development investment and engagement with the planning system. .

Earth Energy Resources Regulations Stakeholder Engagement Strategy 2016-2018 (2016)
The Earth Resources Regulation Stakeholder Engagement Strategy 2016-2018 seeks to establish a strategic framework to facilitate an improved community engagement approach to build trust and restore community confidence in the government regulator responsible for earth resources.
Latrobe City Council’s submission focuses on the importance of maintaining and developing further relationships between regulatory authorities such as the Earth Resources Regulations branch and local government to ensure due consideration is given to local government interests and community needs.

Infrastructure Victoria’s 30 Year Strategy Options Paper outlines Victoria’s short, medium and long term infrastructure needs and priorities to provide guidance to government agencies, the private sector and communities.
Latrobe City Council’s submission advocates the need for substantial infrastructure investment in Latrobe City to solidify its role as one of Victoria’s four major regional cities.
