Development Contributions
What is a Development Contribution Plan?
A Development Contribution Plan (DCP):
- Identifies essential infrastructure required for new communities.
- Enables Council to collect developer contributions to fund the required infrastructure.
- Ensures infrastructure costs are fairly shared by developers.
Each DCP has its own supporting documents:
- Schedule – Lists annual infrastructure levy rates per hectare and updated project costs.
- Land Budget & Open Space – Provides a property-specific breakdown of developable land and designated land uses.
- Schedule of Development Contributions (Excel Template) – Provides a breakdown of levies payable for the development of a specific property.
Annual Indexation
All DCP schedules are updated annually on 1 July to reflect changes in the Building Price Index and land valuations.
Public Infrastructure Plan (PIP) Resources
Latrobe City Council has released official resources to assist developers and stakeholders in preparing Public Infrastructure Plans (PIPs) for growth areas. These documents outline Council’s requirements and provide templates for consistent submissions.
What is a Public Infrastructure Plan?
A PIP sets out the location, type, and timing of infrastructure delivery affecting a development, including subdivision. It is a mandatory requirement for most developments within Latrobe’s Growth Areas and must be submitted when lodging a planning permit application.

Works in Kind (WIK)
Developers may propose to deliver infrastructure or land in lieu of cash payments under the Development Contribution Plan. This is known as Works in Kind. Approval of WIK proposals requires a separate formal process and agreement with Council.
