Development Plans (DPs) and Precinct Structure Plans (PSPs) guide development in Latrobe City’s identified growth areas by:

  • Providing a clear framework for new communities.
  • Setting a vision for future residential and industrial expansion.
  • Defining subdivision layouts, roads, pathways, open spaces, and infrastructure.

Understanding DPs and PSPs

Each development area includes key documents:

  • Report – A comprehensive document detailing the planning framework and requirements for planning permit applications.
  • Map – A visual representation of the planned urban structure.
  • Addendums (if applicable – MUST be considered) – Updates or modifications to an endorsed Development Plan that refine specific aspects of the development.
  • Background Reports (only where required) – Supporting technical studies that provide further clarification where details in the Report are not sufficient.

The Development Plan Report and Map must always be reviewed together.

If an Addendum exists, it is an essential part of the approved framework and must be considered.
