What is Amendment C149?
The amendment proposes to implement the recommendations of the Latrobe Planning Scheme Review 2024 through the inclusion of new or amended local information into the Municipal Planning Strategy (MPS), Planning Policy Framework (PPF), schedules to zones, overlays, general provisions and operational provisions.
Council as the Planning Authority for the Latrobe Planning Scheme is required to complete a Planning Scheme Review (PSR) every four years under Section 12(B) of the Planning and Environment Act 1987. The Review was prepared and provided to the Minister for Planning in August 2024.
Timeline
The Planning Scheme Review is a requirement under Section 12b of the Planning and Environment Act 1987.
Plan2Place planning consultants were appointed the project which was completed from February 2024 to July 2024.
The report that included recommendations on findings of the Planning Scheme Review was presented and in turn endorsed at the 5 August 2024 Council meeting.
At the Council meeting held 5 August 2024, Council authorised the request to proceed Amendment C149 to exhibition subject to Ministerial authorisation.
A request for authorisation to exhibit the Amendment was submitted to the Minister for Planning on the 13/09/2024 and received on the 6/12/2024
Exhibition of Amendment C149 took place from 16 January , 2025 to 17 February , 2025.
Amendment C149 requested Ministerial approval on the 1 May, 2025. Ministerial was received on the 22 September 2025.

Amendment C149 was published in the General Government Gazette on the 2 October 2025 and now forms part of the Latrobe Planning Scheme.
