Amendment C155 - Moe Activity Centre Plan

What is the Moe Activity Centre Plan?

The draft Moe Activity Centre Plan (MoAC) is a visionary document used to guide and facilitate growth and development within the Primary Activity Centre of Moe over the next 15-30 years. The last Moe Activity Centre Plan was prepared in 2007; this plan has reviewed the older version and updated it to ensure that it is fit for purpose to guide Moe CBD’s growth.

The draft MoACP will guide changes to land use, built form and public spaces that together can achieve economic, social and environmental objectives for the centre.

Aims of the Activity Centre Plan?

  • Creating greater economic activity and social vitality of the area - more jobs, more people;
  • Creating a safer, more pedestrian and cyclist-friendly town centre, with better connections to the railway station, Moe-Yallourn Rail Trail and Moe Botanical Gardens;
  • Promoting new development with better design outcomes for buildings and landscaping; and
  • Creating a greener, more defined public realm.
  • Making the best use of council resources and focus council investment to best serve the community.

What is Amendment C155?

The Amendment proposes to implement the land use and development directions from the draft Moe Activity Centre Plan background reports and draft Moe Activity Centre Plan (Latrobe City Council, 2026).

The draft Moe Activity Centre Plan (MoACP) forms the basis of the amendment which will guide future decision making as it relates to planning and design matters in the MoAC. Generally, the amendment introduces new zones, overlays and local planning policy into the Latrobe Planning Scheme to improve clarity and certainty for stakeholders about the role of the MoAC in delivering increased housing, retail and employment opportunities.

The amendment applies to the Moe CBD, which is generally bounded by Bell Street, Haigh Street to the north, Anzac Parade, and Linton Ave to the east, Langford Street to the south and Kingsford Street and Saviges Road to the west. The Gippsland line railway line, and Lloyd Street bisect the precinct.
