Amendment C101 Recreational Signage and Corrections Amendment

What is Amendment C101?

Amendment C101 makes several different changes to the Latrobe Planning Scheme:

  1. Enables ‘promotional signage’ at some recreation reserves, implemented through:
    • A Recreation Reserves and Facilities Signage Policy, and
    • Changes to the Latrobe Planning Scheme which identify specific Council recreation reserves where promotional signs are to be permitted.
  2. Minor administrative changes.

About the Amendment

Promotional Signage in Recreation Reserves

The display of signage and/or temporary naming of Latrobe City Council Recreation Reserves or facilities is a common opportunity pursued by Sporting Clubs to raise revenue.

However, the Latrobe Planning Scheme previously prohibited the display of promotional signs in recreation reserves.

A promotion sign is defined as:

A sign of less than 18 square metres that promotes goods, services, an event or any other matter, whether or not provided, undertaken or sold or for hire on the land or in the building on which the sign is sited.

To enable new signage at recreation reserves, Latrobe City Council undertook the following two actions:

  1. Created the Recreation Reserves and Facilities Signage Policy.
    • This policy governs the direction and management for displaying promotional signs and temporary naming of recreation reserves or facilities.
  2. Made changes to the Latrobe Planning Scheme which Identify selected recreation reserves to allow a planning permit to be issued for promotional signs.

The new signage requirements apply to the reserve categories shown below:

  • Regional Facilities – Category 2: No maximum size for promotional signage.
  • Local Facility – Category 3: The display area must not exceed 3 square metres.

Minor Administrative Changes

  • Minor corrections to the names and addresses of shopping complexes included within the Gaming Clause in the Latrobe Planning Scheme.
  • Deleting a redundant Clause in the Latrobe Planning Scheme.
  • Removing the Development Plan Overlay 5 (DPO5) from three Rural Living Zone 3 (RLZ3) properties within Ashworth Drive, Traralgon, to reflect their limited development potential.
  • Minor changes to the Special Use Zone 3 (SUZ3) to clarify permit triggers for Earth and Energy Resources Industry.

Current Stage: Gazettal

Amendment C101 was approved at the Ordinary Council Meeting on 2 December 2019.

The Amendment was approved by the Minister for Planning on 5 March 2020 and gazetted on 6 March 2020. It now forms part of the Latrobe Planning Scheme.

Previous Steps

Exhibition of Amendment C101 took place between 10 October and 11 November 2019.

Written submissions closed on Monday 11 November 2019.

A total of 2 submissions were received.

Next Steps

All submitters have been notified of the final approval (gazettal).

The final approved documents are available to view at the service centres for two months from the date of gazettal.
