Eva West Memorial Scholarship Fund Guidelines (Latrobe City Trust)

Available funding and program dates

Applications open 01 February 2020 and close 5.00 pm 15 April 2020.

Total scholarship of up to $3,000: This includes $1,500 in the first year and a further $1,500 in the second year. The second year scholarship is provided after successful first year results are submitted to the Latrobe City Trust. Generally one scholarship will be supported annually.

The Trust

The Latrobe City Trust was established in May 1998 for the purpose of providing an independent, philanthropic trust that would facilitate the development of opportunities supporting the future advancement of the community of the Latrobe City. The Trust manages a number of funds, one of which is the Eva West Memorial Scholarship.

Program overview and objectives

Latrobe City Trust invites applications from female students who completed their VCE at a State secondary school within Latrobe City in the previous year for the Eva West Memorial Scholarship. The award has been established to commemorate the life and work of Eva West who was born in Traralgon in 1888.

Eva West realised a number of notable achievements in her lifetime. She was one of the first women to qualify as an accountant in Victoria and was one of the earliest women working in local government administration in Victoria. Throughout her life, Eva West was an active member of the community, epitomising good citizenship. She received the award of MBE in 1958 in recognition of her service to the community.

Following her death in 1969, a public appeal was held to enable the former Traralgon councils to establish a perpetual scholarship in her honour to encourage the advancement of young women. Historically the Eva West Memorial Scholarship has been managed by Council and awarded to a female student attending Traralgon Secondary College.

On 19 November 2008, the Victorian Attorney-General sanctioned the future management of the Eva West Scholarship Trust by the Trustees of the Latrobe City Trust. While first preference must be given to a female student attending Traralgon Secondary College intending to take up qualifying tertiary studies, the Sanction enables the Trust to award the scholarship to a female student at another State secondary school within the municipality of  Latrobe City if no suitable candidate can be found at Traralgon Secondary College.

In recent times Eva West was inducted into the National Pioneer Women’s Hall of Fame – Alice Springs.

Eligibility criteria

To be eligible for an Eva West Memorial Scholarship, applicants must:

  • Have studied year 12 the previous year.
  • Be a female student attending a State secondary school within the Latrobe City Council municipality;
  • Be students pursuing accounting or business-related tertiary studies and
  • Intend to undertake a minimum of two years full time study in a relevant discipline at any university or TAFE institution within Australia.

Conditions of funding

Short-listed applicants will be required to attend an interview during assessment or may be required to attend a Latrobe City Trust meeting to receive the award.

Prior to being awarded a scholarship you will be asked to provide proof of enrolment into an eligible tertiary course.

Applications must be completed in full and have sufficient evidence to make a reasonable assessment of the application. Applications must be submitted electronically.

The number of grants allocated per annum will be determined by the Trustees at their sole discretion.

The Latrobe City Trust reserves the right to cancel a grant if, in its opinion, the purposes for which the grant was approved change substantially, or if there is evidence of unsatisfactory progress.

Applicants who fail to comply with the terms and conditions listed in the funding guidelines and supplementary agreements will be required to return the funding to the Latrobe City Trust.

Additional funding conditions may be applied during assessment.

Incomplete applications will be considered ineligible for funding.

The first instalment of the scholarship will be paid to the awardee upon receipt of evidence of enrolment in a tertiary business-related course of study. The subsequent instalment(s) will be paid annually upon application, subject to the attainment of satisfactory results and evidence of continued course enrolment.

Assessment Process

Applications will be assessed on the following selection criteria:

  • A high level of scholastic achievement;
  • Demonstrated involvement in community activities; and
  • Exemplary personal values

As per the original bequest, Traralgon Secondary College applicants will be highly regarded.

All decisions regarding funding will be determined by the Latrobe City Trust. The Latrobe City Trust may establish a panel to provide advice about the assessment of applications.

Applicants must be prepared to be interviewed, if required.

The decision of the Trust is final and no correspondence will be entered into.

Submitting an application

All grant applications must be completed and submitted online on a current and correct application form. This grant account will be used to send you reminders, and allow you to complete your application and funding agreement. Supporting documents

You will be asked to upload the following attachments when completing your application:

  • Copies of VCE academic records. 
  • Where possible, applications should include a written reference or referee details for a teacher, school principal or VCE coordinator in support of the student’s aspirations and commitment to further study. 

Prior to being awarded a scholarship you will be asked to provide proof of enrolment into an eligible tertiary course.

Making the payment

If your application is successful you will be required to complete the online Funding Agreement form, which will require you to provide proof of enrolment, your bank account information and agree to the terms and conditions of funding.

If you are successful in receiving the scholarship support of $3,000 for two years of study, you will be provided additional information on your individual reporting requirements.

Once you have provided this document, funding will be deposited into your nominated bank account within 2 weeks.
