The Victorian Government is investing in the future of the Latrobe Valley by bringing hundreds of public sector jobs to the region with the new GovHub Office in Morwell.
Earlier this year, Castlerock Property was selected by the Victorian Government, via an expression of interest process, to develop the new Latrobe GovHub in Morwell, at 61-65 Church St and 1-9 Fleming Street, Morwell.

What is the Latrobe GovHub?
The Latrobe GovHub is a three-storey regional employment hub, accommodating Government offices on the first and second floors that will support up to 300 workers. At street level there will be a series of community spaces that will house a multi-purpose community hub, shared meeting rooms, business incubators, exhibition space and a locally-run cafe.
The project is expected to cost $30 million and will create up to 100 construction jobs, with work expected to commence in early 2019 ahead of completion by late-2020.
What does the Planning Scheme Amendment C113 do?
To facilitate the GovHub delivery in Morwell, Castlerock Property have requested an amendment to the Latrobe Planning Scheme which will seek to introduce a site-specific control overlay into the Planning Scheme and to rezone part of the site from Residential Growth Zone Schedule 1 to a Mixed Use Zone.
Specifically, the Amendment:
- Rezones 5, 7 and 9 Fleming Street from a Residential Growth Zone Schedule 1 (RGZ1) to a Mixed Use Zone (MUZ);
- Introduces Clause 45.12 Specific Control Overlay (SCO) and Schedule 1 (Latrobe GovHub) and inserts Incorporated Document, Latrobe GovHub Incorporated Document into the Schedule;
- Introduces Planning Scheme Map 76SCO into the Scheme and applies it to the land;
- Amends the Schedule to Clause 72.04 ‘Documents Incorporated in this Planning Scheme’ by inserting the Latrobe GovHub Incorporated Document; and
- Amends the Schedule to Clause 72.03 by inserting the 76SCO into the map row.
Approval
The Amendment was formally gazetted on 11 July 2019 and now forms part of the Latrobe Planning Scheme
