Heritage Gap Study and Heritage Advisory Committee

What is the project?

The Heritage Gap Study is about finding important places in Latrobe that may have been overlooked in the previous heritage assessment to ensure that all places of heritage significance are properly identified, valued, and considered for protection.

The project will also assess the need and purpose of a Heritage Advisory Committee in advocating for and preserving heritage within Latrobe City municipality.

Why is the study happening?

In 2007 Council commissioned a municipal heritage study to identify, assess and document places of post-contact cultural significance within Latrobe City study area. 

While most of the 2010 study recommendations were implemented into the Latrobe Planning Scheme through Amendment C014, which was gazetted in October 2010, the outstanding recommendations form a basis of this project.

This gap study will also look at significant places that have not been formally identified or protected in the 2010 study.

What is involved in the project?

As a part of the Gap Study, we are reviewing Latrobe’s history, gathering local knowledge, and identifying places that may have heritage value. This includes research, surveys, community engagement, site visits, and looking at community nominations to help build a more complete picture of our city’s heritage.

For the HAC, Council will be engaging with interested residents and members of local historical societies to gather their views on establishing a heritage advisory committee. This will include understating their interest in participating, as well as their ideas on the committee’s potential role, functions and how it could operate effectively.

Who is involved?

Council has engaged a heritage consultant, GML Heritage, to undertake a detailed heritage study assessing all the identified places and provide recommendations for residential places and precincts that meet agreed heritage criteria and thresholds for heritage protection. 

GML will also conduct research and interviews for HAC and share findings regarding establishment of the committee.

GML has conducted similar studies in regional areas and established heritage committees in other Councils. They also have an extensive knowledge of the heritage and history of Latrobe Region.

Project stages

  • Stage 1 - Council undertook a review of previous volumes of Heritage Study 2010 and appointed a heritage consultant.
  • Stage 2 - current stage – community consultation

  • Stage 3 - Based on the consultation and desktop assessment, consultants will undertake site visits to create a final list of places to be considered for a Heritage Overlay.

Based on the response received for the HAC, interested people will be interviewed.

  • Stage 4 - Heritage citations will be created for a selected final list of places. And a final report will be prepared for findings and recommendations. for HAC.
  • Stage 5 - A Planning Scheme Amendment will be undertaken to include heritage citations into the Latrobe Planning Scheme.
