Latrobe City Council is delivering a new double-storey public car park at the existing Commercial Road car park site in central Morwell.

The new facility will provide at least 100 additional free public parking spaces and improve access to the Morwell CBD, Latrobe Valley Magistrates’ Court, Centenary Rose Garden, Latrobe Regional Gallery and surrounding businesses and services.
The project is the final site to be delivered under the Regional Car Parks Fund program.

The project will increase the amount of public parking available in central Morwell and improve access to key community, business and government destinations.

It will provide greater parking choice for Court users, workers, shoppers, visitors, customers and people accessing nearby services.

The project will support continued activity and visitation within the Morwell CBD while reducing pressure on surrounding streets and existing parking areas.

The new car park will be constructed on the site of the existing Commercial Road car park at 141 Commercial Road, Morwell, near the Latrobe Valley Magistrates’ Court, Centenary Rose Garden and Latrobe Regional Gallery.

The Morwell Double-Storey Car Park is funded by the Victorian Government through the Regional Car Parks Fund, delivered in partnership with Regional Development Victoria and Latrobe City Council.

The project is the final site to be delivered under Council’s Regional Car Parks Fund program, which has delivered approximately 800 additional public parking across Traralgon, Morwell and Moe.

The completed car park is anticipated to deliver a total of approximately 300 spaces, providing at least 100 additional free public parking spaces compared with the existing car park.

Early project and design activities are already underway.Main on-site construction works are targeted to commence in October 2026, subject to completion of the required pre-construction works, permits and approvals.

Alternative parking is available across the Morwell CBD. Council has reviewed 12 nearby parking locations and is preparing an alternative parking map.

The map will help users identify an alternative parking location suited to the length and purpose of their visit.

Drivers must check and comply with all parking signs and restrictions at their selected location.

Council is reviewing accessible parking and pedestrian access requirements as part of construction planning.

Information about nearby accessible parking locations and any temporary access arrangements will be included in the alternative parking information before the existing car park closes.

People with specific accessibility requirements are encouraged to contact Council so their needs can be considered.

Some roses located within or near the construction area were relocated as part of early works for the project.

Associated offset planting works have also been completed to account for roses affected by the development. These works were undertaken ahead of construction to minimise impacts on the Centenary Rose Garden.

Temporary changes to pedestrian routes may be required during construction.
Clearly marked pedestrian routes and wayfinding signage will be installed where necessary. Users should follow temporary signs and construction directions around the site.
Council will provide advance notice where a significant pedestrian route is changing.

Construction vehicles, deliveries and temporary traffic controls may affect movement around the site at different stages of the project.

Traffic arrangements will be planned to reduce disruption where reasonably possible.
Any significant road, lane, intersection or access changes will be communicated before they occur.

People near the site may experience:

• construction noise;
• dust and vibration;
• construction vehicle movements;
• temporary pedestrian changes;
• changes to nearby parking;
• deliveries of materials and equipment; and
• occasional traffic controls.

The head contractor will be required to manage construction impacts in accordance with the contract, relevant approvals and applicable requirements.

Confirmed changes will be communicated before they take effect, and temporary signage will be installed where required.
