The Property & Rating Services unit of Council is responsible for the raising and collection of all rates and charges, the maintenance of the property data base and the valuation of property process.

Rate revenue helps fund the services Latrobe City Council provides to ratepayers and residents. This revenue is collected by charging rates to the owner of every property in the municipality. The amount property owners pay is determined by the market value of their property, at a specific date.
All properties in the municipality - and across Victoria - are currently valued at a common date of 1 January, 2010.
A general valuation establishes the value of a property relative to all other properties, i.e. its market relatively - not just between residential properties but also between residential, commercial, industrial and farming properties.
This relatively determines how the rates cost is shared - properties with high market value are charged higher rates than properties of lesser value.
The capital improved value is used by Council to calculate the rates payable of each property.
