A Community Plan is the outcome of an integrated planning and community engagement process, which incorporates a number of other planning and strategic documents. These are a Municipal Public Health Plan, a Neighbourhood Environment Improvement Plan and Community Well-being and Safety Action Plans for the four Neighbourhood Renewal communities.
The Department of Human Services, EPA Victoria and Latrobe Community Health Service are major partners who actively participated in the development of the Plan.
Discussion with key stakeholders within Latrobe City commenced mid 2002, with community engagement activities conducted over a six-month period during 2003. Previous recent research and reports produced about Latrobe City are also informing the development of the Plan.
The process of developing the plan was in many respects as important as the final product. The focus was not only on what the project produced, by way of an integrating planning document but also on the way we plan, and deliver against that plan, within Latrobe City.

There remains a strong commitment from Council, local agencies, community groups and individuals to the Plan.
The Plan has identified eight key themes or areas for action. These are to (not in any order of importance or priority)
The next step is to integrate the plan into Council's Corporate and Business Planning processes. Council will work closely with partners and key stakeholders to ascertain how existing resources from all possible sources can be garnered and maximised to focus on achieving the priorities identified in the Plan.
