The Transit Cities project is a state-government initiative that is about creating safe, vibrant and accessible communities.
It involves long-term and short-term strategies that promote access to services and opportunities and to other networks around key public transport, around the CBD areas of Moe, Morwell and Traralgon.
Medium to high-density mixed-use development and renewal will be focused in the CBD areas of Moe, Morwell and Traralgon, and especially around the railway stations. In effect, the three main towns will become major centres for commercial, housing, retail and tourism activity. The key underpinnings are contained within the Melbourne 2030 strategy for metropolitan Melbourne and regional Victoria. The Transit Cities Program is implemented by the Department of Planning and Community Development (DPCD) in partnership with Council, government authorities, developers and the community.
The following resolution was adopted by Council on 17 December 2007;

A community engagement strategy for all projects in the Moe Activity Centre Plan is currently being developed by Latrobe City and Department of Community and Planning Development specialist community engagement officers in consultation with the Ward Councillors. The first project to be implemented will be Project 4: Clifton Street Car Park. It is envisaged that the design element will be completed during the current year. Latrobe City has commenced discussions with VicTrack, V/Line and Department of Infrastructure in relation to the commuter car parking requirements on the southern side of the railway line.
The detailed design to improve the amenity, safety and appearance of Church Street for pedestrians and vehicles was completed in September 2007. The plans for the Church Street upgrade are available here.
The construction works will be undertaken in two stages. The first stage is the refurbishment of the pocket park beside the current post office. The park is being refreshed with new fencing, lighting, seating and plantings with the intent of creating a safe and attractive space for the community to use. These works are underway and will be completed in July 2008. The second stage involves a significant upgrade of the streetscape and footpaths and includes landscaping, new lighting and seating. The second stage is scheduled to be completed in November 2008.
The Traralgon Railway Precinct has been identified through the David Lock and Associates Master planning work for Traralgon as a key redevelopment site. The site encompasses the area both north and south of the railway line between the Historic Roundhouse to the east and to the immediate West of the Visitor Information Centre.
Master planning of the Traralgon Railway Precinct on both the northern and southern sides of the track will commence in the 2007/2008 financial year.
Latrobe City has commenced discussions with key stakeholders, including: VicTrack, V/Line and the Department of Infrastructure as to their requirements for the site to ensure an integrated approach.
The Traralgon Town Summary can be viewed below.
The purpose of the town summary is to provide a condensed reference for use by planning and economic development staff internally and for developers and property owners, a package of information listing key sites, strategies, actions and recommendations relating to each town within the study. The content of this report loosely follows the format of the 5 Volume, Latrobe Transit Precincts Report.
