At the Ordinary Council meeting on 7 November 2011, Latrobe City Council considered a submission from Churchill and District Community Association (CDCA) relating to Council’s proposal to discontinue roads, sell/exchange parcels of land by private treaty, and rename roads within the Churchill town centre. The CDCA submission supported the proposal, on the basis that it would facilitate the implementation of the Churchill Town Centre Plan. The proposal is to discontinue the current alignments of Georgina Place and West Place, and replace them with the alignments in the Churchill Town Centre Plan. As a consequence of the change in street alignments, land exchanges have been proposed so that land for through streets (the proposed Georgina Place and West Place) and community spaces such as plazas are proposed to be owned by Latrobe City Council, and the commercial areas and northern car park owned privately. The current and proposed future alignments of West Place and Georgina Place are shown in the following plan. Link to Churchill Roads Further, in accordance with the Geographic Place Names Act 1998 Guidelines, Latrobe City Council gave notice of its intention to rename the road joining Monash Way and Philip Parade to Georgina Place and the road joining Balfour Place and Georgina Place to West Place, Churchill. These are shown in the plan showing proposed realignments. The parcels of land being considered for sale/exchange are shown in the attached plan.
Following the consideration of the submission, Latrobe City Council considered the road discontinuances, sale/exchanges of land and road names at its meeting on 20 November 2011. The Council resolved to proceed with the proposed changes, thus implementing the Churchill Town Centre Plan.
