Compulsory Microchipping
The Domestic Animal Act 1994 requires;
- All applications for dogs and cats to be registered for the first time with Latrobe City Council will not be accepted unless the dog or cat has been implanted with a microchip and has been desexed (proof of which must be provided, some exemptions do apply).
- If you are renewing an existing dog or cat registration your dog or cat must be microchipped (proof required) prior to 10th April 2009.
Compulsory Desexing
It should be noted that the compulsory desexing of cats and dogs is only required for new pets being registered for the first time.
Under the provisions of the Domestic Animals Act1994, Council resolved that all dogs and cats being registered for the first time must be desexed. Exemptions are granted in accordance with the Act.
Dogs and cats exempt from desexing
- A dog or cat that is owned by a person or body that conducts a domestic animal business registered with Council. Where the dog or cat is used for breeding purposes in connection with that business.
- A dog or cat that is the subject of written veterinary advice that the health of the dog or cat is liable to be significantly prejudiced if it is desexed
- A dangerous dog that is kept as a guard dog for non-residential premises;
- A dangerous dog that has undergone protection training in accordance with any relevant Code of Practice made under section 59;
- A dog or cat that is owned by a person who is a current member of an applicable organisation and the animal is registered with that organisation
The Minister for Agriculture has declared the following 'applicable organisations':
Feline Control Council (Victoria) Inc, The Governing Council of the Cat Fancy, Victorian Canine Association Inc, The Cat Authority of Victoria. These organisations have a code of ethics that requires responsible pet ownership in compliance with the Act and related Codes of Practice
If a dog is registered with the Victorian Canine Association and the owner is also a current member of the VCA the animal does not need to be desex to be registered with Council as both the dog and owner are members of an applicable organisation. However, proof of VCA membership (both dog and owner would need to be shown at time of registration with Council).
If a cat is registered with one of the above mentioned applicable organisations and the owner is also a current member of that organisation the animal does not need to be desex to be registered with Council. However, proof of membership (both cat and owner would need to be shown at time of registration with Council). |

Subsequent releases - $88
Daily Sustenance Fee - $11
Please note all release fees must be paid at a Latrobe City Service Centre prior to collection of your pet from the pound.
- As of 1st May 2007, all new applications to register a dog or cat will not be accepted unless the dog or cat has been implanted with a microchip (of which proof must be provided). This includes dogs and cats moving into the municipality from another council.

Pound opening times are 9am to 9.30am and 4.30pm to 5pm Monday to Friday or by appointment (excluding public holidays), at the Latrobe City Council Depot; Driffield Road, Morwell.
