The Churchill Town Centre Plan was prepared to develop an attractive, safe, accessible community and commercial centre. The plan is currently being implemented, with a mix of public and private infrastructure being built including the Churchill and District Community Hub, rebuilding of the retail centre and Churchill Hotel.
Over the past four years, the plan has been implemented through the rebuild of West Place shopping centre, expansion of Hazelwood Village, re-opening of Churchill Hotel and construction of the Churchill & District Community Hub. In addition, power lines in Philip Parade have been placed underground, Philip Parade has been reconstructed, and the car park between the Hub and skate park built.
Future projects within the commercial centre include the construction of plazas and pedestrian pathways, completion of the realignment of Georgina Place and associated upgrades of the northern car park, construction of pedestrian concourses and plazas linking Hazelwood Village and West Place shopping centres, and reconstruction of Balfour Place. Work is also under way for the preparation of a Master Plan for the precinct between Philip Parade and Monash University campus.
Project Commencement: The current plans for the Churchill town centre were commenced in 2007.
Project Expected Completion: Developments in the commercial centre are ongoing, with street and plaza works expected to be completed by 2014. Further development of the precinct between Philip Parade and Monash University campus will occur after a master plan has been completed and funding obtained.
Funding Bodies: Funding of Churchill town centre redevelopment is provided by the private sector for commercial and car park redevelopment, Latrobe City Council, State Government, Federal Government and Monash University for public works.
Estimated Project Cost: Redevelopment of the public aspects of the commercial centre is estimated to cost approximately $4,000,000.
